  7.     George Bush has always had a love-hate relationship with
  8. political handlers. The President despised the way aides to
  9. Ronald Reagan wantonly stage-managed the older man's affairs.
  10. But Bush relied heavily on advisers during the 1988 campaign,
  11. particularly when he was bogged down or distracted. Last week,
  12. as Bush tried to extricate himself from the budget mess,
  13. several of his closest pals conspired to rescue their leader.
  14. The plans, however, differed: Commerce Secretary Robert
  15. Mosbacher told Bush to veto the budget plan and run hard against
  16. Democrats. Secretary of State James Baker opined, "Get out of
  17. this as quickly as possible." Heeding Baker, Bush accepted the
  18. compromise deal. Embarrassed White House officials, including
  19. some who contributed to the problem, tried to pour cold water
  20. over rescue-mission reports. But as one longtime Bush adviser
  21. acknowledged, "Bush hates handlers, but he needs them."
